A focused understanding of local government waste services procurement

Councils are at the frontline of waste management in NSW, spending around $1.7 billion each year on waste and recycling services (EPA, 2022). Waste service contracts are often the largest contracts that councils manage.  

The Local Government Waste Procurement Workshop will provide local council staff with a focused understanding of local government waste services procurement processes. It will cover the approaches suitable for both waste collection and infrastructure, which includes recycling processing, disposal, and FOGO management. 

Participants will walk away with a practical foundation in the key components of the procurement process, the various stages, and the methods involved. They will also have the opportunity for a detailed Q&A with the panel members throughout the half-day workshop. The knowledge shared will help drive down council costs, deliver value for money for rate payers, and improve environmental outcomes.

The topics covered will be:

  • pre-procurement strategy development
  • planning and managing the procurement process
  • key legislative considerations for a request for tender 
  • managing procurement risks and probity oversight
  • a case study of joint procurement – learnings, opportunities and challenges


Panel Members


Richard Collins, Arcadis Australia Pacific

Richard works right across the waste and resource recovery agenda and at scales ranging from strategic national projects through to facility appraisal, project business cases and investment due diligence.

Richard has advised regional council organisations and individual councils on waste options assessments and procurement pathways, undertook the 2021 NSW waste infrastructure needs assessment for the NSW Government and coordinates grant advisory support services team for the NSW EPA.


Katherine Driscoll, Impact Environmental Consulting

Katherine has worked for Impact Environmental Consulting since 2007. During this time she has managed tender processes for waste services including developing tender documents and specifications for waste, recycling and organics collection and processing services; both in rural and regional areas, as well as metropolitan parts of Australia.

Katherine understands all aspects of the tendering process and the various stages that must be managed. Katherine will provide insights from managing numerous local council waste service tender processes.


Joshua Same, Maddocks

Joshua is an experienced environmental and planning lawyer who specialises in advising government and private clients on environmental regulation, waste contracts, contaminated land, and local government procurement, projects and operations.  

He is a qualified environmental engineer and has particular interest and experience in waste contracting and regulation, advising on waste regulatory issues including licensing, waste classification and resource recovery exemptions.  In the past two years he has advised over 25 local councils on collection, disposal and processing contracts worth over $500M.  

Joshua is also the co-author of Navigating the Tender Process – Tips and Traps for NSW Councils and frequently presents to local councils on procurement issues.


Sarah Mullins, OCM

Recognised as a Probity specialist, Sarah is the lead partner for OCM’s Local Government Services and National Quality Assurance Partner for Probity. 

With over 20 years’ experience in the provision of probity, corruption prevention, and ethics, she has deep expertise in grants management, local government, and conflict of interest management. 

Sarah joined OCM in 2009, following roles at Deloitte and the NSW Independent Commission Against Corruption (ICAC).


Corey McArdle, Wollondilly Shire Council

Corey has worked in local government for over 12 years and is currently project managing a regional procurement project to secure a waste solution for a number of Southwest Sydney Councils. 

The project has involved engagement with multiple government agencies and industry with the aim of supporting the state’s waste strategy targets.
