The CDS Panel will explore and discuss the implications of the soon to be introduced CDS scheme in NSW. The panel members, who come from a diverse background will address issues such as the regulation, the market mechanisms, financial implications, operational matters and the role of local government in the new scheme. This panel is a not to be missed feature of the conference as the scheme is due to commence on 1st December 2017.

Michael Trushell is the Director of ACT NOWaste in the Transport Canberra and City Services Directorate of the Australian Capital Territory (ACT) Government, which is aiming to have a Container Deposit Scheme up and running by early 2018.
As a small City-State of around 400,000 people, the ACT combines both State and Local Government-level functions within a single body politic located in the South East region of NSW, which presents unique and exciting opportunities and challenges in waste management. ACT NOWaste's responsibilities include:
· Delivery of outsourced waste and recycling services;
· Provision of waste infrastructure;
· Delivery of education programs;
· Strategy and policy advice to Government; and
· Waste regulation
The ACT is in the second year of the Asbestos Eradication Program which involves the acquisition, demolition and landfilling of over 1,000 loose-filled asbestos contaminated houses in Canberra. ACT NOWaste has to date landfilled around 660 houses at its West Belconnen Resource Management Centre. In addition, ACT NOWaste is rolling out a kerbside garden waste bins service beginning with a pilot program, and is commencing the roll out of new waste legislation for the ACT through the 'Waste Management and Resource Recovery Act 2016'.
A two year 'Waste Feasibility Study' commissioned by the ACT Government concludes this year. The study is investigating how best to achieve the Territory's strategic waste management objectives, including a resource recovery target of 90% by 2025. ACT NOWaste is finalising the findings and recommendations for the Government to consider later in 2017.
Michael has worked for the ACT Government since 2001 in a variety of roles, and prior to joining ACT NOWaste in mid-2014 was the General Manager of Capital Linen Service

Anne Prince is an independent consultant with over 30 years’ experience in waste management at local, regional, state and international levels gained in Australia, Europe and Asia. Anne pioneered waste audits in Australia in 1993 and is still sticking her head in bins. Old habits die hard … In 2010 Anne was voted by her peers and colleagues as the Resources and Waste industry leader in WME Media leaders list and in 2017 A.Prince Consulting was voted again by you as the leading waste data company in Australia.

Currently employed as the General Manager of Cleanaway’s NSW business, David looks after 26 sites and in excess of 700 people state wide. With over 20 years waste management and recycling industry experience, David has been employed in operational and management positions locally, interstate and internationally. Recent focus has been on leading Cleanaway's submission on the Container Deposit Scheme.

David is an industry veteran with over 15 years’ experience in the waste recycling industry in Australia, the UK and Asia. He was integrally involved in the development of the UR-3R Process, along with the overall development and financing of the Eastern Creek UR-3R Facility in Sydney – the largest AWT facility in the Southern hemisphere. Subsequently, he led Global Renewables' successful bid and implementation of the US$4B Lancashire Waste PFI Contract, with a processing capacity of up to 600,000tpa of waste and recycling. In 2009, David became an owner, director and CEO of Global Renewables Australia (owner and operator of the Eastern Creek UR-3R Facility). In 2013, he co-founded Re.Group.
David has a background in mechanical engineering and holds a B.Eng, an MBA and a graduate diploma in finance. In addition to leading Re.Group, David is the Chair of the Global Renewables Group, sits on the Boards of the RDT Group, the Australian Council of Recyclers and Sustainable Business Australia.

Geoff Robson has worked in policy and legislation roles across both the Commonwealth and Queensland Governments for 20 years. Geoff is the Executive Director of the Strategic Environment and Waste Policy Branch in Queensland’s Department of Environment and Heritage. Prior to taking up this role in June 2015 he worked in Queensland’s Department of the Premier and Cabinet for 8 years in economic and environment policy roles.
His top priorities at present include the implementation of Queensland’s Container Refund Scheme, which commences on 1 July 2018, and Queensland’s reform of financial assurance arrangements for the resources sector.
